In Memoriam


Dr. Ledivina V. Carino - RIP
Dr. Ledivina V. Cariño passed on at 10:30am, Friday,
12 June 2009. 

It is really a sad day for NCPAG as we remember LVC as a teacher, a professor, a colleague, a friend, a mentor, an adviser and our Dean, among others. Leddy was not only one of the pillars of the College but also as one of the pioneers in the study of public administraton in the country. At a personal level, I am really saddened because Leddy was my first boss. Among other things, we will always be grateful to her for the pioneering work she has done in the many areas in the study of public administration, including negative bureaucratic behavior and corruption, bureaucratic reform and voluntary sector management. We will always remember her for her work at Pahinungod and its impact on the spirit of volunteerism among our students, graduates and faculty.

Let us all pause and say a prayer for Leddy as she passes on to be with our Lord. Let us also pray for Dr. Ben, Benjie and Yamin.

The book, which is the doctoral dissertation of Dr. Reyes, covers the case of the Department of Education as it encounters and addresses the challenges of corruption in its operations, to include the impact of corruption. It is is available at the Publications Office.

On July 8-10, the heads of the eight richest and most powerful countries in the world will meet in L’Aquila, Italy for their usual annual meeting to decide the fate of the world. The member countries of this most exclusive of clubs are the United States, Canada, United Kingdom, France, Germany, Italy, Japan and Russia.

Teetering, anticipating or recovering?

Last month, Dr. Romulo Virola, secretary-general of the National Statistical Coordination Board, warned that the economy is “teetering” on the brink of recession. His statement came in the wake of paid advertisements about the peerless performance of the “cute economist. ” Virola was excoriated publicly by a chorus of officials who protested that the economy was on the road to recovery, not recession.

Prof. Briones Chosen by OXFAM as members of "a cabinet of 8"

Professor Leonor Briones will leave for Germany on July 1 to have an audience with the development minister, and, possibly Angela Merkel herself. She is one of the eight women from 8 developing countries chosen by OXFAM as members of "a cabinet of eight" to engage the G8 group of the world's richest countries who are meeting in Italy in July for their usual annual meeting to decide the fate of the world. The objective is to convince them to give more for education and health to the developing countries, called W8.

My small town father

Yesterday the world celebrated Fathers’ Day.

My own father passed away on November 22, 1963. He was not a national figure or a prominent personality. He was a school teacher. He was known only in my hometown, Guihulngan, Negros Oriental, and in Dumaguete City. Still, hundreds of former students still remember him —the lessons he taught, his sharp wit, and his towering intellect.

The first time I heard about Ping Lacson was when he led the team which rescued Robina Gokongwei, kidnapped daughter of taipan John Gokongwei. I was struck by stories that he refused to accept a monetary reward from Mr. Gokongwei. As a researcher on the subject of corruption, I thought Ping was unusual in a society where monetary rewards for doing one’s duty is considered socially acceptable even if it is not necessarily legal.

Rich countries, poor countries

In the international community, the word G-8 is a very familiar term. It refers to the group of eight richest and most powerful countries. Because of their wealth and power, they influence many of the decisions of the international community on global issues even as they comprise only eight out of nearly two hundred countries. Activities of the G-8 countries impact on the international economy, as well as on social development. Whether deliberately or not, their policies have implications on middle-income and poor countries, including the Philippines.
