ORIENTATION COURSE FOR NEW LOCAL LEGISLATORS
(3rd Batch)

The Orientation Course for New Local Legislators is a five-day course for first-term Presiding Officers (Vice-Mayors and Vice-Governors) and Members of the Sangguniang Panlalawigan (Provincial Board Members), Sangguniang Panlungsod (City Councilors), and Sangguniang Bayan (Municipal Councilors). The third batch of this orientation course will be conducted by the Center for Local and Regional Governance of the National College ofPublic Administration and Governance, University of the Philippines (CLRG-NCPAG,UP) on 30 August 2010 until 03 September 2010.

By the end of the course, participants will have the basic knowledge and skills, and increased self-confidence to effectively perform their duties and responsibilities as local legislators. Reservation of slots is on a first-come, first served basis. Kindly contact the UP CLRG office at 928-3914 or 925-7422 for more details.

This is the day when the entire national government—the executive, legislature, and the judiciary all converge in the House of Representatives to listen to the State of the Nation Address of the President (SONA).For Filipinos, there are generally two types of cats: the pampered purebred house cats and the pusakals, street cats or alley cats that live on the streets and survive on refuse and leftovers from garbage bins. The purebreds draw sighs of admiration from owners and friends with their elegance, feline grace and fastidious habits.

June 30 was a great day for many Filipinos. Half a million of them gathered at the Quirino Grandstand in Manila to personally watch the inauguration rites for President Aquino. Many more gathered around television sets and kept their ears glued to radios as they kept track of blow-by-blow accounts of events happening on Times Street, Malacañang, Luneta and later on Quezon Memorial Circle.

So long, Dodo

The country has just lost one of its best governors: Emilio “Dodo” C. Macias II, newly reelected governor of Negros Oriental. The loss of Dodo will be keenly felt not only in the province and the rest of the Visayas but the entire country, as well. Dodo is recognized also in international circles as one of the most innovative local officials in the Philippines.

Many voted for him on the assumption that he would take concrete steps against corruption. When ‘double entry’ means double whammy

When I was a 13-year-old college freshman, the first thing I learned in Accounting 11 was the “double-entry system of accounting.” I was taught that this is an improvement over the “single-entry system” which is no more than a mere listing of income, expenditures, and other accounts.
