Impact Assessment of the Self-Employment Assistance Kaunlaran (SEA-K) for the Department of Social Welfare and Development (DSWD)
This study seeks to determine the extent to which SEA-K program realized its desired outputs, outcomes, and impact. Specifically, it looks into the following aspects of SEA-K: (a) program design; (b) policy support mechanisms; (c) implementation arrangements; and (d) individual capacities of program managers and implementers. The study will also identify lessons which can be fed back to policy decisions, improvement of the existing program, and design of future programs and initiatives. The project will be implemented from 15 June to 15 October 2007.
