The NCPAG Library provides bibliographic and information support to the curricular, research and extension programs of the College. It serves primarily the needs of its students, faculty and research staff.

Its book collection consists of over 38,000 volumes in the field of public administration and related subject fields. Its periodical collection consists of over 300 titles and maintains linkages with over fifty local and foreign exchange partner institutions. A special collection of Philippine government publications consisting of over 20,000 pieces of administrative and statistical reports, research studies, periodicals, handbooks and manuals, and general descriptive information on the functions and activities of the different agencies of the Philippine government is likewise maintained.

The Library also serves as a supplementary source of materials in the social sciences to students, faculty and researchers of other UP units. It also accommodates government and private researchers, as well as graduate students from other schools, under certain conditions.

RULES ON THE USE OF THE LIBRARY

IDENTIFICATION CARD. A properly countersigned ID card is the permit to use the library. It must be presented when entering the library and whenever materials are checked out for reading room or home use.

The ID card is non-transferable and must not be used by another person.

TEMPORARY LIBRARY CARD. This card is issued by the library when the Registrar’s Office is unable to process/issue ID cards. Receipt of paid ID; schedule paymentTwo 1 x 1 ID-size photos are required. It is surrendered to NCPAG Library when the ID card is presented for validation.

UP WEBMAIL ACCOUNT. Effective 1st Semester, SY 2008-2009, a Borrower’s Card will no longer be required in checking out circulation books. All transactions will now require a UP Webmail account.

LIBRARY FEES

U.P. students who will use electricity for laptops and other personal equipment will pay P20.00/hour.

Alumni, former faculty and staff may use the library upon presentation of a valid ID and proof of former UP status. They will be issued a special library card which will entitle them to free use of the library for five(5) days per semester or summer; after which they will pay a research fee of PHP 20.00/day or PHP 450.00/year.

Government researchers may use the library upon presentation of a valid office ID and referral letter from the Head/Chief Officer/Head librarian. They will be issued a special library card which will entitle them to free use of the library for five(5) days per semester or summer, after which they will pay a research fee of PHP 20.00/day;

Non-UP graduate students and private researchers may use the library only on Mondays and Saturdays, upon presentation of a valid ID and referral letter from the University or College Head Librarian or Faculty and a payment of P50.00/day.

RETURN AND RECALL OF BOOKS

For reasons deemed sufficient, any book on loan may be recalled any time.

FINES AND PENALTIES

* Circulation Books - 2.00/day, exclusive of Sundays and holidays.

* Reserve Books - P1.00 for the first hour; P5.00 for the succeeding hours; and P50.00 for one full day inclusive of Sundays and holidays.

LOST PUBLICATIONS

a) Loss of a Book. Any person who losses or fails to return a book within seven days after due date or recall shall either replace it with the same title or a good photocopy or pay its current replacement value, or replace it within 30 days by another title selected by the Librarian. In all cases the person shall pay a fine equivalent to 50% of the cost of the book.

b) Loss of a Periodical. Any person who losses or fails to return a periodical after recall shall either replace it with the same title and issue number or a good photocopy within 30 days or pay its current replacement value, and pay a fine equivalent to 50% of the cost of the periodical.

All library clients who wish to enter and use the library must present their valid U.P. ID and must subject their books/bags for inspection as they leave the library.

MUTILATION AND STEALING OF LIBRARY MATERIALS

Any person who shall deface, mutilate, appropriate for himself, or steal any library material or property shall replace it or pay its current replacement value and pay a fine of not less than P300.00 but not more than 50% of the current cost of the book, whichever is higher.

PROPER CONDUCT IN THE LIBRARY

Any person engaged in disorderly conduct such as drunken behavior, creating disorder, tumult, breach of peace; or serious disturbance, gross and deliberate discourtesy, possession of prohibitive drugs; or in disruptive behavior such as excessive noise, loud discussions, scandalous acts; or in improper behavior such as smoking, eating, and playing cards within the library shall be excluded from the library and be subject to suspension of library privileges for not more than 2 weeks.

BREACH OF DISCIPLINE

Any breach of discipline shall be reported to the proper authorities for action in accordance with the pertinent provisions of the University Code.

Violation or infraction of the rules and regulations of the library shall not be excused on a plea of ignorance.

LIBRARY RESOURCES / SERVICES

The library operates on an open-shelf system where library users are free to browse for the library materials they need.

RESERVE BOOKS. These are books and photocopied articles assigned/recommended by the faculty for their courses. These materials are for room use and may be issued to NCPAG students and to other UP students who have units enrolled at the NCPAG for overnight use. Reserve materials are issued to undergraduate students at 3:00 p.m./ to graduate students at 4:00 p.m. and returned the next day on or before 10:00 a.m. (for undergraduates) /5:00 p.m. (for graduate students).

REFERENCE BOOKS. Includes dictionaries, encyclopedias, handbooks, directories, yearbooks and other publications which are consulted for specific or general information. These are strictly for room use only.

PERIODICALS. These are popular, professional and technical journals, magazines and similar publications. They are strictly for room use only

CIRCULATION BOOKS/GENERAL COLLECTION. Books not falling under any of the above may circulate for two weeks, renewable for another two weeks if the books are not needed or in demand. Undergraduates may borrow a maximum of five books; graduate students, a maximum of ten books.

FILIPINIANA BOOKS. Books about the Philippines, regardless of author or place of publication, are treated as circulation books.

PHILIPPINE DOCUMENTS COLLECTION. A special collection consisting of administrative and statistical reports, research studies, periodicals, handbooks, yearbooks, and general information materials on the functions and activities of the Philippine government.

LOCAL GOVERNMENT COLLECTION. This special collection consists of books/pamphlets and periodicals on local government, regional administration, and other related fields.

KNOWLEDGE CENTER FOR CHILDREN AND WOMEN. It houses books, monographs, data files, and other sources of information related to women and children. Among these sources is Childinfo, a user-friendly database software developed and used by UNICEF to monitor the status of children worldwide. It was expanded by UNICEF-Philippines to include data on women.

PHOTOCOPYING SERVICES. Two photocopying machines operated by concessionaires are available at the second floor reading area.

OPAC (Online Public Access Catalogue). There are two online catalogue systems available for free access: 1. iLib - (http://ilib.upd.edu.ph), an in-house developed Integrated Library System for the University of the Philippines System. Faculty and Staff can use their UP Webmail account to login to the system. 2. The Philippine eLib is a collaborative project of the National Library of the Philippines (NLP), University of the Philippines (UP), Department of Science and Technology (DOST), Department of Agriculture (DA), and the Commission on Higher Education (CHED). Funded through the e-Government Fund of the Philippine Government, the project hopes to provide for the information needs of all sectors of society in a convenient, affordable, and efficient way of delivery. Available resources include: Union catalog of the 5 partners; Digitized Filipiniana materials including theses and dissertations; Special collection/researches of the 5 partners; online resources/subscription to electronic databases (http://www.elib.gov.ph).
