NCPAG is the Asia-Pacific Regional Centre for Citizen Assessment of Democracy

Following the success of the regional seminar on citizen assessment of democracy, International IDEA and the University of the Philippines- National College for Public Administration and Governance (UP-NCPAG) have agreed that UP-NCPAG will act as the regional centre for citizen assessment of democracy for the Asia and Pacific region.

The regional centre will put forward knowledge that can assist national assessors in dealing with critical areas of democracy assessment, and provide an interface where regional experts are able to exchange and share views and perspectives, cascade their experience to countries where citizen assessment is new, and complement the resources of one another.

Regional centres have the responsibility of leading discussions on democracy assessment, and its dissemination. It should be able to reach not only the citizens but also policy makers; thus, it  also serves as a link between them.

The NCPAG, as regional centre will encourage assessors throughout the Asia-Pacific region to communicate through different modalities and if necessary come together and share technical knowledge (e.g. the framing of questions). It will take advantage of the availability and wide use of technology. As an example, a hub or a bulletin board may be created online to keep abreast from each country recent developments in their democracy assessments. The regional centre will integrate the role of International IDEA of providing support and continuing the dialogues and the initiatives across countries.
